David Fisher's company 'Dynamic Architecture' have developed a moving skyscraper! The building will be made up of 80 floors, with an apartment on each floor.
The rotating building is made possible by 79 giant power-generating wind turbines.
As well as the rotation, the wind turbines will also provide enough energy to power the entire building and feed extra energy back into the grid.
There are two buildings planned at the moment. One in Dubai and one in Moscow. The Dubai building is planned to be up and running by 2010.

Each section is not ... Each section is not actually moving very far off center from the sections directly above and below it. That is? how it can theoretically hold enough structural integrity to stand. This tall, or with this great of twists, don't know bout that. But I believe there is one building today that stands with individual rotating floors. Each floor is its own condo, and u can pick what direction you want it to face at what time.

You would have to ... You would have to have a huge central mast to house elevators and stairs. Then have hydraulic arms or platforms rotate the building. I dont think it could be that tall though.? You would have to account for building sway. And the strength of the center mast. But thats how i would do it...
